As people develop they understand the concept of consequences.  A young child will start to understand that their actions have consequences.  As children grow up they will develop their knowledge that their actions will have consequences to themselves and possibly others.

As people grow up and develop they understand that there are boundaries that have to be complied with. Those boundaries are initially family and community, morals and behaviours. The boundaries might progress to the legal situation that everybody needs to comply with.
